Alerted by Clutch Turtle Edger, who has come to feel that his brother has achieved that state known to humans as "missing," Val Con's family, Clan Korval, searches the galaxy. Their efforts rouse the Department of Interior and the temporary head of the clan, Nova yos'Galan, declares Plan B to be in effect, scattering the members of Korval to pre-arranged safeplaces.

Edger goes to the Juntavas, the crime cartel which had been hunting Miri Robertson, to negotiate, while Shan and Priscilla search the Witch-ways for news.

And the Commander of the Department of the Interior sends a full Agent of Change to the Interdicted World of Vandar, charged with either returning Val Con yos'Phelium to the DOI's fold, or bringing back his head.
